Any leader who consistently cancels or blows off your 1:1s. If your leader is doing this, they are usually either checked out themselves or don’t know how to be a highly-effective leader. 

I’ve experienced this… in particular with one leader. In fact, he also often last-minute cancelled our bi-weekly team meetings too. When we did have a 1:1, he did two ineffective things: (1) asked me very vague, broad questions such as “How are things going?”; (2) did all the talking and it was clear he was rushing to get off the call.
